La questione nordirlandese alla luce di Brexit: quale futuro per Belfast?

ABSTRACT

 

Il profondo impatto di Brexit e la nomina di una Prima Ministra nazionalista alla guida del governo in Irlanda del Nord hanno riacceso un dibattito politico e costituzionale complesso, legato a una possibile riunificazione dell’isola irlandese. Il presente contributo offre una prospettiva di ampio respiro sulla questione nordirlandese, ricostruendo il quadro storico-politico del particolare status costituzionale dell’Irlanda del Nord e ripercorrendo il delicato processo di negoziazione dell’accordo di recesso del Regno Unito dall’Unione Europea che ha visto Belfast nuovamente al centro. Infine, l’articolo si conclude con alcune riflessioni utili a interpretare il dibattito sul futuro dell’Irlanda del Nord e dell’isola irlandese, alla luce di alcune esperienze spesso richiamate come possibili esempi di riunificazioni nello spazio giuridico europeo.

 

 

The profound impact of Brexit and the appointment of a nationalist First Minister to the Executive in Northern Ireland have reignited a complex political and constitutional debate related to a possible reunification of the Irish island. This article offers a wide-ranging perspective on the Northern-Irish question, reconstructing the historical-political framework of the peculiar constitutional status of Northern Ireland and tracing the delicate process of negotiating the withdrawal agreement of the United Kingdom from the European Union that saw Belfast once again at the center. Finally, the article concludes with some useful reflections to interpret the debate on the future of Northern Ireland and the Irish island in the light of some experiences often referred to as possible examples of reunifications in the European legal order.
