Il “riformismo conservatore” del sistema sanitario irlandese

ABSTRACT

 

Lo studio esamina l'evoluzione del sistema sanitario irlandese, collocando le riforme nel contesto storico-costituzionale del paese e delle diverse risposte europee alla pandemia. Le riforme irlandesi recenti sono state influenzate dalla crisi finanziaria del 2008 e dall’emergenza da Covid-19, che ha colpito un paese ancora in ripresa. Prima della pandemia, l'Irlanda aveva avviato un ripensamento del sistema sanitario con l'Agenda Sláintecare 2017, un piano volto a introdurre un sistema di accesso generalizzato fondato sulla necessità clinica. La sua attuazione ha però subito vari ritardi. Il Recovery Plan del 2021 ha enfatizzato la digitalizzazione e l'efficienza economica, puntando a rivitalizzare il precedente iter di riforma. La politica sanitaria irlandese mantiene così l’agenda di riforme anteriore alla pandemia senza sostanziali modifiche volte a prevenire future crisi. La sfida principale resta l'attuazione delle riforme ed il coordinamento tra diverse strategie normative.

 

 

The paper examines the evolution of the Irish healthcare system, situating the reforms within the country’s historical and constitutional context and the various European responses to the pandemic. Recent Irish reforms have been influenced by the financial crisis of 2008 and the Covid-19 emergency, which impacted a nation still in recovery. Prior to the pandemic, Ireland initiated a rethinking of its healthcare system with the Sláintecare Agenda 2017, a plan aimed at introducing a generalized access system based on clinical need. However, its implementation has faced significant delays. The 2021 Recovery Plan emphasized digital transformation and economic efficiency, aiming to revitalize the previous reform process. Thus, Irish healthcare policy continues to follow the pre-pandemic reform agenda without substantial modifications aimed at preventing future crises. The principal challenge remains the implementation of the reforms and the coordination among various regulatory strategies.
